Most modern golf balls don't use those rubber bands any more. If you ever cut one of the old ones open, they had rubber bands and some sort of liquid in the center. Attached is an interesting (?) article on the anatomy of a modern golf ball.
As far as how they got the rubber bands inside the ball, I believe it was standard practice to use some of the same methods that are used in miniature ship-inside-the-bottle construction. The small hole that was used to delicately insert all of the rubber bands was then plugged with a small false dimple.

My husband tells me that "they" used a machine to make the old kind of galf balls. There was a liquid core, in some sort of capsule and then the machine wrapped the rubber bands around that and then the hard plastic coating was done.
