Dont know how specific of an answer you are looking for, but here goes....Golf courses are set up on a Par(required) score, Par is a number that includes 2 putts per hole, ex. if a hole is a Par 3 you should only take one shot to get to green and then 2 putts for a Par, a Par means 2 shots are allowed to reach a green then the 2 putts and so on......you simply count your strokes(by established rules) from teebox to holing out and record these on your scorecard.....at the end of 9 holes you total your strokes and compare against Par, most courses are Par 36 for 9 holes so if you have a total of 42 after 9, you are +6 or 6 over Par.......an Avg score for 9 holes would be in the 41-45 range for most part time players, if you are a beginner start out with a goal of 54(avg of 2 over on each hole) and try to improve each time you play

If you are playing on a Par 3 course, then that will equal to be a Par 27. If it's a regular course, then it will have at least some Par 4's, and maybe a Par 5 or two along with a Par 3 hole. Basically a "Par" is the number of strokes allowed to finish the hole. A Par 4 is supposed to take you four strokes. If you get it in 3 strokes, then you are "One under Par." If you go over 4 strokes, then you are "____" over par. When you play the course should give you a score sheet telling you what each holes Par is.
Each numbered hole has a "Par" limit.
If the first hole is a 4 under and lets say you make it in 6 attempts? Then for hole #1 you now have a 2 over par. [+2]

Its all about par. Par is basically the set number of shots it takes to get the ball into the hole. for example there is a hole thats par 4. Meaning in 4 shots you should be in the hole. If you get it in less than 4 thats good. 4 or more is bad.

9 hole average par is between mid 30's and low 40's, but if you don't know what these things are you probably aren't tiger woods, so you'll probably shoot a lot higher

You calculate your score by adding together the number of shots taken on a hole against the par for that hole - you then add those up over the round.
Other than that you will have to give more information
Add up all the strokes (swings) that you take to hit the ball from tee to green, until it goes into the hole. Record each hole, 1 - 9 then add them all up. Par for most courses is 36 for 9 holes.
